These complaints are coming from a couple of dozen people on twitter. Hasn't anyone else noticed that the media will find a few people, out of literally thousands, who complain about something on social media and try to create a controversy out of it. This is becoming more and more common. Bill Maher talked about it on his show a few months ago.

I saw the most ridiculous claims on twitter about “Em mocking the Vegas shooting by using gun shot sounds during his set”. Uuh... which shooting are they talking about exactly? Because Em has used these sounds since before 2000! The sounds are even featured on his tour DVDs from 2000, 2002 and 2005. Back then he had the gun shot sounds at the end of Sing for the moment as well. 🙄 so if you “grew up listening to Em” how do you not know this?
People were also posting footage from Rihanna’s concert where she’s using the same sounds, and no one was complaining about her.
There is ONE video where the person filming gets scared, ONE! In the other clips no one is reacting. People who were there say no one was ducking or being scared. It’s apparently this one person. And the whole thing is completely blown out of proportion! Argh, I feel so sorry for Em! 💔
